When Moses spoke to the descendants of Jacob (son of Isaac), who was renamed Israel, it probably never occurred to him that Israel would become the name of a country. He spoke to them as a group whose offspring one day would inherit the Promised Land.
In the interim, God had identified for them a plot of land on which they could live temporarily, and that plot of land became their understanding of the Promised Land. It became what characterized them as a nation of Jews. The land was their inheritance from their God.
