One of the most important elements in a democratic society is transparency, and a willingness to have the governed participate in the decision-making process with respect to any issue on which they will be governed and held accountable for their actions. They must know the pitfalls ahead in order for them to make fully informed decisions. They also must participate in designing the remedies for various occurrences.
For example, in the context of artificial intelligence, one cannot expect that the general public is capable of making a fully informed decision in regard to the need for regulatory controls unless they are fully aware of the current state of the science of robotics in America, and throughout the world. The general public must know what a genuine 21st century robot looks like, how it functions, where and under what circumstances it is deployed, and ultimately, who is responsible for its decision-making processes. Only then can they be said to be capable of making a fully informed decision in regard to regulatory controls that may be necessary for their protection. Artificial intelligence clearly is here to stay, and it is up to human beings to decide under what circumstances we will allow its intrusion into our lives, and into our world. If we fail to define now the contours of the relationship, and of the interactions, we may unwittingly have ceded control of our lives to robots, and to the people who control them. Nothing in all creation has ever been deemed to be superior to human beings, yet the devil has convinced humanity that they are flawed and need to be fixed and enhanced, and ultimately replaced by robots.
